Who pulls

The licensed contractor pulls the permit — homeowners almost never should. The ROC license attaches to the permit; if anything fails inspection, the licensed party is on the hook. Anyone telling you to pull it yourself so they don't have to is uninsured or unlicensed for that scope. Walk.

Typical fees & timelines (2026)

  • Phoenix: $1,200–$2,200 permit + plan review, 3–5 wk plan check.
  • Scottsdale: $1,800–$3,500, 4–8 wk (longest in the Valley, expect delays).
  • Paradise Valley: $2,500–$5,000 + design review board, 6–10 wk.
  • Mesa / Chandler / Gilbert: $900–$1,800, 2–4 wk.
  • Peoria / Glendale / Surprise: $800–$1,600, 2–4 wk.
  • Cave Creek: $1,200–$2,000, 3–6 wk plus HOA in many neighborhoods.

Inspection sequence

Layout/setback, steel and bonding (before shotcrete), pre-deck (after pool finish, before deck pour), final (after fence/gate inspection). Every inspection has a 2–5 day turnaround. Permit fees include all inspections — you don't pay per visit.

What gets pools red-tagged

  • Pool barrier doesn't meet AZ-specific 5-ft height + self-closing/self-latching gate.
  • Bonding grid missing or undersized — every metal item within 5 ft of water must bond.
  • Equipment pad not GFCI on a 6-ft NEC compliant disconnect.
  • Drain covers not VGB-compliant (federal pool safety law).
