The West Valley Homeowner's Guide to Outdoor Living

The West Valley is our home. Our showroom is in Peoria, our crews live in Surprise, Goodyear, Litchfield Park, and Buckeye, and the majority of our completed projects sit inside the same 20-minute radius. That proximity is why we're on site early, back for punch lists fast, and reachable for aftercare for years after the pool fills.

This guide is the shortcut for West Valley homeowners planning a pool, a complete backyard, a paver driveway, permanent RGBW lighting, or an outdoor kitchen — including what HOAs like Vistancia, PebbleCreek, Estrella, Verrado, and Victory review and how West Valley soils, elevations, and setbacks change what your project actually costs.

Where we build in the West Valley

This is our core construction territory. Every city below has active projects, and our crews rotate through them weekly.

  • Peoria — Vistancia, Blackstone at Vistancia, Trilogy, Terramar, and the North Peoria custom-home corridors.
  • Goodyear & Palm Valley — PebbleCreek, Estrella, Palm Valley, and the Estrella foothills.
  • Litchfield Park & Waddell — larger custom-home lots, mature landscape, equestrian-adjacent properties.
  • Verrado, Victory at Verrado, and Buckeye — strict design review, elevation-sensitive lots.
  • Surprise & North Surprise — custom-home neighborhoods and complete backyard rotations.
  • Avondale — established neighborhoods, driveway and complete-backyard work.
  • North Glendale & Arrowhead — minutes from our Peoria showroom.
  • Anthem, Norterra, and Northwest Phoenix — hillside lots and drainage-sensitive builds.

Pool Builders in Peoria, AZ

Our showroom is in Peoria and Peoria is the single city with the most AE-built pools on the ground. We build custom gunite pools, spas, baja shelves, and full backyard environments across Vistancia, Blackstone at Vistancia, Trilogy, Terramar, and the North Peoria custom-home corridors.

Peoria pools typically run $85k–$180k depending on size, spa, tile, decking, water and fire features, and equipment package. Vistancia and Blackstone lots often need HOA design review before permit — we handle the submittal packet, not the homeowner.

Pool Builders in Goodyear & Palm Valley, AZ

In Goodyear and Palm Valley we build across PebbleCreek, Estrella, Palm Valley proper, and the Estrella foothills. Foothill lots regularly hit hard caliche — excavation cost and time change accordingly, and we quote it honestly instead of surprising you at gunite.

PebbleCreek and Estrella both require full HOA design review — pool elevations, decking material, coping color, and equipment location all go through review before permit.

Pool Builders in Surprise, AZ

Surprise and North Surprise are on our weekly project rotation — custom pools, complete backyards, paver driveways, and landscape renovations. Larger lots in North Surprise let us design pools with detached spas, ramadas, and outdoor kitchens as one coordinated project rather than a pool with add-ons bolted on later.

Surprise HOA and city review adds two to four weeks to the front of the schedule; we build that window into the timeline up front.

Pool Builders in Verrado, Victory & Buckeye

Verrado and Victory at Verrado have the strictest design review in the West Valley. Elevations, exterior materials, permanent lighting, and even equipment enclosures need pre-approval. We've submitted inside Verrado enough that we design to the review criteria from day one instead of redlining after the fact.

The Buckeye corridor also sees stronger sustained wind — ramada and pergola engineering, and shade-structure anchoring, matter more here than in central Phoenix.

Pool Builders in Litchfield Park & Waddell

Litchfield Park is custom-home territory — larger lots, mature landscape, equestrian-adjacent properties, and older neighborhoods with expansive-clay pockets that need extra slab and hardscape base prep. We design pools, hardscape, drainage, landscape, lighting, and shade at a scale that fits the property instead of shrinking a suburban design onto a big lot.

What we build (the full outdoor envelope)

AE Outdoor Living is a full-envelope builder — front yards, backyards, driveways, patios, and pools. Residential and commercial.

  • Custom pools and spas — gunite pools, spas, baja shelves, water and fire features, glass tile.
  • Complete backyard transformations — pool, hardscape, landscape, shade, kitchen, lighting, and glass as one coordinated build.
  • Pavers, travertine, and driveways — installed to canonical spec, not shortcut.
  • Ramadas, pergolas, and shade structures — engineered, permitted, wind-rated.
  • Outdoor kitchens and built-in BBQs — Lynx, Hestan, Alfresco, DCS, and Twin Eagles.
  • Artificial turf — pet-rated, putting greens, and play surfaces on a compacted quarter-minus base.
  • AE LEDs permanent RGBW + low-voltage landscape lighting — designed, installed, and programmed together.
  • Sonoran Glass frameless glass fencing, wind walls, and pool enclosures.
  • Commercial hardscape, shade, and landscape.

HOA and ARC review — Vistancia, PebbleCreek, Estrella, Verrado, Victory

West Valley HOAs are among the most thorough in the state. We submit design packets, material samples, elevation drawings, and site plans directly to design review — clients don't have to translate contractor language into ARC language.

  • Vistancia & Blackstone — full site plan, wall material samples, pool elevations, exterior lighting cutsheets.
  • PebbleCreek — pool and hardscape review, material and color approval, construction hours enforcement.
  • Estrella — design review with material palette and elevation drawings; hillside and view-corridor review on foothill lots.
  • Verrado & Victory — the strictest in the West Valley. Elevations, exterior materials, and permanent lighting all need pre-approval.
  • Trilogy at Vistancia — 55+ community with construction-hour and staging rules built into the schedule.

What West Valley soil, elevations, and lots actually require

  • Caliche & rock — Estrella foothills, Verrado, and parts of Vistancia routinely hit hard caliche. Excavation cost and time change accordingly.
  • Expansive clay — pockets across Litchfield Park and older Goodyear neighborhoods; slab and hardscape base need extra prep.
  • Grade & drainage — hillside lots in Estrella, Anthem, and Norterra need real drainage planning; not just a slope-away note on a permit set.
  • Wind loading — Verrado, Victory, and the Buckeye corridor see stronger sustained wind; ramada and pergola engineering matters.
  • Setbacks & easements — West Valley municipalities enforce rear and side setbacks tightly on pool decks and shade structures.

Why a West Valley builder matters here

  • Our showroom is in Peoria — clients pick tile, coping, pavers, and turf samples in person, not from a PDF.
  • Our crews live where they build — Goodyear, Surprise, Verrado, Litchfield Park — so they're on site by 6 AM in summer.
  • David Bell is the current President of the Southwest Hardscapes Association (13 years on the board, 15 years involved) — the trade authority for hardscape standards in Arizona.
  • We've submitted to every HOA in the West Valley — we're not learning your CC&Rs on your project.
  • Aftercare is minutes away, not an hour across the Valley.

Frequently asked

Who are the best pool builders in Peoria, Goodyear, Surprise, and Verrado?
AE Outdoor Living is a Peoria-based custom pool and complete-backyard builder with active projects in Vistancia, PebbleCreek, Estrella, Palm Valley, Verrado, Victory, Buckeye, Surprise, and Litchfield Park. Compare us on ROC tenure, HOA-submittal experience inside your specific community, canonical paver spec, milestone draw schedule, and aftercare — not on the lowest number.
Do you build outside the West Valley?
Yes — we build across the full Phoenix metro, including Scottsdale, Cave Creek, Carefree, Paradise Valley, Central Phoenix, and the East Valley. The West Valley is our core territory because our showroom, crews, and majority of completed projects are here.
What does a custom pool cost in Peoria, Goodyear, or Verrado?
Plan $85k–$180k for a real custom pool with spa, tile, coping, decking, equipment, permits, and HOA submittal. Foothill lots (Estrella, parts of Vistancia) and hillside lots (Anthem, Norterra) can run higher because of excavation, caliche, and drainage engineering.
How long does HOA design review take in Vistancia, PebbleCreek, Estrella, or Verrado?
Two to six weeks depending on the community and the meeting cadence. Verrado and Victory are the strictest and slowest; PebbleCreek and Vistancia are usually on a two- to three-week cycle. We build the review window into the schedule up front.
Do you handle the HOA submittal packet?
Yes. We prepare site plans, elevations, material samples, fixture cutsheets, and the ARC forms, and we submit and follow up directly. Homeowners don't have to translate contractor language into ARC language.
What's the right paver base for West Valley driveways and patios?
Driveways: 4–6" of compacted ABC (aggregate base course), with additional ABC on higher-traffic or build-up areas. Patios and walkways: 2–3" compacted ABC. Both use a 1" sand bed and polymeric joint sand. Quarter-minus is never used under pavers — it's a turf base, not a paver base.
Do you build commercial outdoor spaces in the West Valley?
Yes. We build commercial hardscape, shade structures, landscape, lighting, and amenity areas across the West Valley and greater Phoenix — HOA amenity centers, multifamily courtyards, restaurant patios, and municipal projects.
