Payment terms and change orders
Milestone payments are written into the signed contract before construction starts. For qualifying licensed owner-occupied residential in-ground pool and spa contracts, Arizona A.R.S. §32-1158.01 sets statutory payment and change-order requirements. The signed contract and current law control, and written changes are handled as the applicable contract and law require.
Permits and community review
A Surprise pool or spa generally involves a City permit plus the barrier requirements confirmed for the property, and communities such as Sun City Grand, Sterling Grove, and Prasada run their own architectural review on a separate track. The City, association, inspector, and other authority control requirements, review, approval, inspection, and timing. Where permitting or private-review coordination is offered, accepted, and explicitly assigned in the signed scope, AE coordinates that assigned portion.
