Comparing Outdoor Living Contractors in Arizona — A Homeowner's Checklist
What separates a $90K bid from a $130K bid for the same backyard. The 12 things to compare line-for-line before you sign anything.

The license check
AZ ROC license is non-negotiable for any work over $1,000 — and it's per scope (pool, dual, electric, hardscape). Verify at azroc.gov, not on the contractor's word. Check for active bond, no recent complaints, and that the name on the license matches the name on your contract.
The 12-item bid compare
- Base prep depth specified (pavers/driveway).
- Polymeric joint sand specified (not regular sand).
- Pool finish brand and warranty term.
- Pool equipment make/model + warranty (variable-speed pump? IntelliCenter automation?).
- Coping material and thickness.
- Pool barrier and gate hardware included or excluded?
- Permit fees included or excluded?
- Engineering fees included or excluded?
- Payment schedule (must follow AZ ROC residential rules for pools).
- Change-order pricing language.
- Cleanup, haul-off, and dust control.
- Warranty terms — structure, surface, equipment, labor (four different timelines).
The references that matter
Ask for 3 references from projects 5+ years old. Anyone can show off last month's build. The 5-year-old project shows whether the pavers shifted, the pool finish held, the equipment is still running, and whether the contractor returned warranty calls.
Red flags worth walking
Cash discount of 10%+ (means no permit). 'I can save you money if you pull the permit.' Front-loaded payment schedule. No physical office or showroom. Refusal to put change-order pricing in writing. Pressure to sign 'today only'. We've rescued dozens of projects from contractors that did all five.
